What is an EHS Self-Audit?

Until recently, most company executives and environmental managers viewed EHS audits as reactive activities. But in recent years many companies have begun to view self-audits as proactive or strategic actions that can keep them ahead of the curve, preventing non-compliance incidents before they occur, and potentially saving significant dollars on compliance and production costs.

A self-audit is an objective, systematic review of your facility, policies, and procedures to determine your level of compliance with all relevant environmental health and safety issues - from the Clean Water Act to OSHA. When you choose to conduct a self-audit or select a third-party firm such as BEC to conduct one for you, you will identify all regulatory programs that apply to your business; you will learn whether or not your company is in compliance with these programs; and you will find out what specific corrective actions can/should be taken to improve your compliance position.

What is an EMS?

An Environmental Management System is an organized method of planning, tracking, and maintaining environmental health and safety compliance activities in your company. While some companies choose to use paper-based systems to manage their EHS data, there are several software options on the market that allow you to develop and maintain a cohesive and user-friendly information management ("database") system. Such systems allow you to track information related to every aspect of environmental health and safety in one place.

BEC has the capability to develop and maintain a complete Environmental Management System for your company. We will customize a database system for your operation, perform periodic updates to the system, keep abreast of all legislative changes applicable to your company, and coordinate any corrective actions that need to be taken to maintain compliance.

What's In It For You?

According to a March 2000 article in Environmental Protection magazine, the benefits of proactive management include reduced regulatory exposure, lower compliance and production costs and a reduction in potential environmental impacts. Specifically, the federal regulation 60 FR 66706 (Dec. 22, 1995), drafted by the EPA, offers the following incentives for companies that perform self-audits:

-- Elimination or reduction of certain penalties

-- Not recommending cases for criminal prosecution

-- Not requesting voluntary audit reports in enforcement investigations

In addition, tracking your company's environmental impact over time can provide valuable insight for major management decisions. For instance, you may choose not to increase production capacity in a certain location if it would trigger significant regulatory requirements or cause the company to fall out of compliance with specific air and water regulations.

How We Work with Clients on These Important Projects

You have several options to choose from when you work with BEC on an EHS auditing and/or Environmental Management System (EMS) project. We're flexible because we know our clients' needs are very different, and can change from one day to the next.

The first option is a comprehensive program, which includes (1) a complete EHS Audit, (2) EMS design and implementation, and (3) ongoing monitoring services. A typical scope of work for the complete program is as follows.

1. Conduct a comprehensive self audit and prepare a written report of findings and recommendations.
2. Prepare an EHS corrective action plan.
3. Work hand-in-hand with your in-house EHS team to develop policies and procedures for all EHS actions and programs outlined in the action plan.
4. Develop a comprehensive software-based Environmental Management System.
5. Work with your in-house EHS team to implement the EMS; train all key employees on how to use and maintain the system.
6. Provide on-going support, monitoring and compliance reporting services, including monthly service visits, data collection and management support.

You may also choose any one of the three phases, or a combination of two. For instance, some companies forego the audit phase and instead focus on implementing an EMS to keep their facility in total compliance going forward. We will work with you to determine which approach best meets your needs and your budget.

The Tools We Use

We have aligned ourselves with two software companies that we view as being the best in the business. For auditing, we use the Dakota Auditor program, and for EMS design and implementation, we use a program called MIRS (Materials Inventory Report System) by A V Systems, Inc.

Dakota Auditor has been highly acclaimed by the Environmental Protection Agency (EPA), as well as Environmental Protection magazine and several industry publications such as Plant Engineering and Occupational Health & Safety. The program simplifies the process of regulatory compliance auditing by integrating an extensive regulatory library with easy-to-use checklists and thorough reporting. MIRS is considered the gold standard of environmental health and safety management systems. EnvironmentalExpert.com says MIRS is a comprehensive, integrated, flexible and easy-to-use software package for environmental, health & safety compliance and management. Its modular design allows clients to implement information management programs for any aspect of EH&S management, from Clean Air/Title V to OSHA HazCom/Worker Right-to-Know. While these software packages are highly valuable, they are also very expensive particularly for the end user. However, when consultants license the programs, they are able to bring the benefits of the programs to several clients at once, and can therefore charge clients a fraction of the face value of the software. And, what you will save in labor costs by outsourcing means you could see a savings of tens of thousand of dollars to implement a full compliance program.
